People still look for state help with the electricity bill, but by 2026 the picture is different from three years ago. In short: what ended, what was added to the bill instead, and what you still choose yourself.
The universal service — a state-regulated electricity package for household customers — ran from October 2022 to 30 April 2026. That is where the measure ended: every household is now on an ordinary market package, either exchange-priced or fixed.
There is no general state electricity support for households at the moment. If the bill is unaffordable, help runs through the social system — the place to ask is your local municipality's social department, not your electricity seller.
That is also why no «electricity support calculator» exists that would work something back out. What your bill comes to today depends only on the package you choose and when you use power.
From 1 January 2026 two new lines appeared. Both follow from Estonia now being responsible for its own frequency reserves and security of supply after the Baltic states disconnected from the Russian grid:
Together the two new fees come to 1.131 c/kWh. At 350 kWh a month that is €4.91 a month including VAT. Elering itself put the combined effect on an average household at three to four euros a month.
The balancing capacity fee is set for 2026; from 2027 it falls to 0.297 c/kWh. The renewable energy fee did not change for 2026.

Rates are excluding VAT; the last column includes VAT at 24%. The network fee itself is not in the table: it depends on your network operator and package — check your own bill. Together these lines come to 2.278 c/kWh, or €9.89 a month at 350 kWh.
All of the fees above are identical on an exchange package and a fixed one. The package changes only the energy price — the line you pay the seller per kilowatt-hour. Everything else stays the same whoever you sign with.
So the question is not «will I get support» but «which package is cheaper for how I actually use power». That is what the electricity calculator works out: it takes hourly exchange prices and compares them with a fixed price on your own consumption pattern.
